Michael is a Professor in the College of Earth, Ocean and Atmospheric Sciences at Oregon State University in the USA. He is recognised internationally as a fisheries and natural resources governance advisor, researcher, educator and programme leader.
He has worked for the private, public, academic and NGO sectors globally.
As Director of Policy and Planning and Economic Adviser to the Falkland Islands Government. Michael was the architect of the small islands state’s effort based quota management systems which balanced the potentially conflicting needs for local ownership and control, significant license fee revenue to the government and for foreign investment.
